Well.. I know you're not serious. But: 1) Cities are heat islands. Some like Chicago are "the windy city" but many instead block the wind, so there's no breeze to cool off with. My town has no breeze in summer and is 8 degrees (5 celsius) hotter than surrounding countryside. 90-100F and 90% humidity here in summer... 2) Building design. Many houses and buildings are well-insulated BUT are designed ASSUMING A/C, and NOT designed to stay cool naturally like older buildings.
