This is done so that the cost of invasion and occupation gets paid and recharged to the Iraqis under occupation. One way of extracting money from the oil money otherwise going to insurgents or corrupt officials, no doubt.The NWO has its own rationale for doing things. Why ask the awkard questions? The first audit of the occupation expenses ( probably oil revenue too) revealed apparently some 80% of the charges could not be said to meet the standards required in terms of proper accountability
