It's just a natural motion that your feet do when you start to play up to higher speeds. Kollias just controls it a little better than most. He's turned it into an exercise for bass drumming. Two hits while your heel is at the right, two hits while it's at the left, repeat. It's just a way of conserving a lot of energy.
