If after averaging the numbers across the country for example the average of persons living more than XXX feet from a tower were 25 and the number living less than XXX feet were 100- then the rate can be said to be 4 times higher, or 400 percent higher vs the other group. Most folks can understand this. Hopefully I cleared it up for you.

You're 23 and a product of what the school system has turned into these past couple of decades- so, i'll cut you some slack. Let me break it down for you so that you can understand it more clearly. If a study was done across the country of so many areas picked at random and the parameters were to record how many people in all of the randomly chosen areas had cancer who lived MORE than XXX meters from the tower and then the instances were recorded at LESS than that.
